If you do a search you will notice those are "flash to pass" hi-beam lights, also used as DRL's (day time running lights).

They are not meant to be on as you have a bi-xenon headlamp which uses HID lamps for hi and low beams by adjusting a shutter. If you pull the light stalk towards you, the flash to pass bulbs will light, however they will not light by pushing the stalk forward to have the hi-beams on.
