There is hardware required as well. If your vehicle has the factory 6NR option, it can be added.

How can I find out if I have the 6NR?
I have a 2011 X35d made in may 2011.

6NR was actually the code for the BMW Apps from the factory, available for post March 2011 builds. If you had that, then you could download the apps yourself.
It requires several other items to be present for it to be ordered, so it is a safe bet that even to add it at your dealer, if that can be done, you would have to have these other items in your current vehicle build. Check your invoice to see which ones you bought. Navigation System Bluetooth telephone preparation USB audio interface Telephone USB audio interface Snap in phone cradle (purchase directly from dealer) More details here on 6NR here: http://www.bimmerfest.com/forums/attachment.php?attachmentid=262418&d=1295141764 And here is a vendor offering a kit to retrofit the 6NR http://www.e90post.com/forums/showthread.php?t=507330

If you want pandora, you can stream bluetooth from your phone without bmw apps. If you want facebook, check it when you're not driving. My .02 Not worth it.

I agree completely, but it was a technically interesting question.

I think Twitter - like where is that tornado now? - would be useful to me so what are the "certified 3rd party apps" that work with a 2012?

Looks like the full range of Certified Apps stills need to be developed, but the ones available now are on the Apple store. BMW themselves offer Connected, and Links, as well as a Mini app. Connected includes Twitter, Facebook, web radio, calendar, lost vehicle finder, etc.
Start here: BMW Connected for iPhone 3GS, iPhone 4, iPod touch (3rd generation), iPod touch (4th generation), and iPad on the iTunes App Store
